The Cordillera Energy Corridor Project (CECP) is a cross-border integrated infrastructure network spanning the Andean Cordillera — a main line of nearly 1,000 kilometres linking Venezuela's oil and gas basins with Buenaventura, Colombia's deep-water Pacific port. Connecting to the maritime logistics system of the North Pacific Energy Corridor (NPEC) as its southern route, CECP builds a new supply chain running directly to consumer markets in China, Japan, and South Korea — bypassing the Panama Canal bottleneck entirely.
Breaking from the traditional single-pipeline model, CECP adopts GSCI's "Five-in-One Composite Utility Corridor": heavy-haul freight railways, oil and gas pipelines, ultra-high voltage power transmission, cross-border digital optical cables, and a distributed clean energy array co-located along one route. The project operates under a multilateral framework — Canada leads, the EU coordinates, Northeast Asia anchors demand, Gulf sovereign funds invest — delivering stable cash flow, diversified revenue, and long-term strategic value.
Five co-located systems share a single ~1,000 km alignment across the Andes: virtual heavy-haul railway, natural gas pipeline (100 million m³/day design capacity), light crude pipeline (1 million barrels/day), ultra-high voltage transmission, digital optical cables, and distributed clean power — multiplying throughput while minimizing footprint.
At the corridor's core hub, a 150 MW modular thorium molten salt reactor (TMSR) and a 100-Petaflop-class supercomputing centre provide zero-carbon baseload power and a digital foundation — integrating energy transport, power supply, computing, and mineral logistics in one node.
The all-weather deep-water port offers the shortest maritime route from South America's west coast to Northeast Asia — roughly 2,000 km shorter than Peru's Chancay Port and only 610 km north of the Panama Canal's Pacific entrance. Annual design capacity: 2 million barrels/day crude throughput, 30 billion m³ gas, 50 million tonnes of ore, 4 million TEU, and 1 million ro-ro vehicles.
Venezuela holds the world's largest proven oil and gas reserves across the Maracaibo Basin (light crude, pipeline-ready) and the Orinoco Heavy Oil Belt (the world's largest heavy-crude zone). The southern railway main line also carries Colombian metallurgical coking coal, gold, nickel, copper, lithium, and rare earths — forming a combined energy-and-minerals export corridor.
"Canada leads and takes primary charge; the EU engages in deep coordination; China, Japan and South Korea participate as end markets; Gulf sovereign wealth funds inject neutral capital." A six-phase roadmap culminates in a minister-level multilateral cooperation forum and framework agreement within 30–36 months, with resource-backed repayment mechanisms hedging cross-border risk.
