Canadian Computing Power Matrix (CCPM)
— The Growth Engine of Future Canada

April 2026 North America (Canada-U.S.

Executive Summary

Global AI competition in 2026 has exposed two mirrored bottlenecks: the United States faces its most severe structural power shortage and computing constraint since World War II, while Canada — a traditional energy power — remains locked into a narrow range of discounted energy exports. The Canadian Computing Power Matrix (CCPM) proposes six standardized nuclear-computing-thermal supply hubs along the Canada-U.S. border, converting Canada's domestic thorium resources into high-value green power, AI computing capacity, and cross-border industrial and residential heat.

Each hub pairs a thorium molten salt reactor (TMSR) with a 100-Petaflop-class AI computing centre, at six named brownfield sites stretching from Creston, British Columbia to Edmundston, New Brunswick — each matched to a defined U.S. regional market. Upon completion, the matrix is projected to generate over CAD 10 billion in direct annual revenue and support an average annual GDP growth rate above 3% over the next 10–20 years — positioning Canada at the forefront of G7 economic growth through an asymmetric strategic interdependence with the United States.

Key Highlights

01

Six Thorium Molten Salt Reactors (TMSR)

Fourth-generation nuclear technology with inherent safety: atmospheric-pressure operation, no meltdown risk, and low freshwater consumption. Saskatchewan — home to the world's second-largest uranium reserves — provides abundant thorium from uranium-mine tailings, securing a fully domestic fuel supply chain. Total installed capacity of 12 MW, scalable with market demand.

02

600 Petaflops of AI Computing Capacity

Six co-located 100-Petaflop-class computing centres adopt an integrated power-computing layout — short-distance distribution minimizes transmission loss, and Canada's cold climate cuts cooling energy consumption. The matrix positions Canadian computing services as a long-term critical supply for the U.S. market, reshaping the North American AI supply-demand landscape.

03

Cross-Border District Heating Network

High-temperature waste heat from the reactors supplies winter heating and industrial process heat to surrounding communities and U.S. border towns, with surplus energy supporting lumber, pulp and paper industries. More than half the sites sit on Indigenous lands, where residents receive free heat supply.

04

Six Named Border Sites, All Brownfield

CCPM-BC (Creston), CCPM-SK (Estevan), CCPM-MB (Vita), CCPM-ON1 (Sault Ste. Marie), CCPM-ON2 (Kingston) and CCPM-NB (Edmundston) — each a derelict quarry, retired thermal plant or old mine, matched to a defined U.S. regional market, with geological, ecological and transmission risks candidly documented for every site.

05

Compact Core Investment, Layered Returns

Core assets — six reactors and six computing centres — require an estimated USD 150–270 million, dynamically expandable with demand. Projected direct annual revenue exceeds CAD 10 billion across computing services, green power exports and cross-border heating, complemented by site-level models such as a solar-nuclear virtual power plant at Kingston and a nuclear-heat forestry complex at Edmundston.
