ERPM Kingston is a national-level green-energy and economic-transition demonstration project initiated by the Global Strategic Corridors Institute. ERPM — Energy + Resources + Productivity — is a circular-economy matrix: fourth-generation nuclear power complemented by every local renewable source (wind, solar, geothermal, tidal); full use of local land, freshwater, minerals, industrial brownfields, transport infrastructure and urban catchments; and the conversion of both into new, circular, sustainable economic output. Kingston is the engineering instantiation of that matrix. The site is a semi-decommissioned limestone quarry north of Highway 401, commanding the western entrance of the St. Lawrence River — roughly 150 km from Ottawa, 250 km from Toronto and 280 km from Montreal, with the 198 MW Wolfe Island wind farm, 320 MW of solar and storage, and the Hydro One high-voltage backbone already in place.
The project couples "nuclear, wind, solar, storage, computing, hydrogen and agriculture" into a closed-loop green industrial chain: a Canadian-owned virtual power plant anchored by a 10 MW thorium molten salt reactor, 500 MW of perovskite photovoltaics and 500 MW of vanadium flow-battery storage; a 1000-Petaflop computing centre; a green hydrogen and ammonia plant with ultra-fast-charging stations serving Highway 401 trucking and St. Lawrence Seaway shipping; and 20 hectares of greenhouses heated by cascaded waste heat. Three supplementary reports quantify the case: capturing 3–5% of corridor traffic yields nearly CAD 200,000 a day in clean-fuel retail revenue, total output approaches CAD 300,000 a day (about CAD 110 million a year), and roughly 457,000 tonnes of CO₂ a year can be removed from the Canada–U.S. logistics corridor.
Highway 401 at Kingston carries 50,000–70,000 vehicles a day, 20–25% of them Class 8 heavy trucks — 10,000 to 15,000 trucks daily, tilted toward cross-border and inter-provincial long-haul freight. The St. Lawrence Seaway adds 12–15 large ocean-going and Great Lakes bulk carriers a day past Kingston's western entrance across a 280-day navigation season. Together they emit an estimated 457,000 tonnes of CO₂ a year within a 100 km control zone — the abatement gap that ERPM green hydrogen (diesel replacement) and green ammonia (marine fuel replacement) are designed to close.
A Kingston Virtual Power Plant fully owned and operated by Canadian enterprises integrates a 10 MW fourth-generation thorium molten salt reactor, the 198 MW TransAlta wind farm, 500 MW of bifacial perovskite photovoltaics and 500 MW of vanadium redox-flow battery storage. On top of it sit a 1000-Petaflop AI computing centre, an SOEC green hydrogen and ammonia plant producing 3,000 tonnes of hydrogen a year, an extra-high-voltage converter station with ultra-fast-charging stations, and controlled-environment agriculture fed by cascaded industrial and nuclear waste heat.
At a 5% traffic-capture rate, ultra-fast charging earns about CAD 55,600 a day (CAD 20.3 million a year) and hydrogen refuelling plus ammonia bunkering about CAD 142,500 a day (CAD 52.0 million). The computing centre — 1000 Petaflops rented at CAD 2.5 per Petaflop-hour at 85% utilisation, powered by on-site nuclear and renewable generation at operating costs more than 35% below downtown-Toronto data centres — adds CAD 51,000 a day (CAD 18.6 million). Twenty hectares of zero-heating-cost greenhouses growing off-season berries, tomatoes and salad greens contribute CAD 12.0 million a year, and surplus grid exports from the virtual power plant a further CAD 6.5 million — roughly CAD 110 million a year in aggregate.
The decommissioned limestone quarry is transformed into a national-level green-industry landmark, with waste-heat greenhouses reclaiming the quarry floor and improving the local microclimate. The project creates high-skill employment in advanced nuclear energy, renewables, AI computing and modern agriculture, and serves domestic markets in Toronto, Ottawa and Montreal as well as major U.S. cities within 500 km — Cleveland, Buffalo, Pittsburgh, Philadelphia, New York and Boston.
Canadian enterprises hold majority ownership of the virtual power plant and wind-solar assets; Gulf capital (Masdar and Qatar National Gas Company) is proposed for liquidity; the United States participates as the adjacent market and traditional ally; core technologies — thorium reactor, vanadium flow storage, perovskite PV, ultra-fast charging — are sourced from leading Chinese research institutes and enterprises. Because of that dependence, the report prescribes a firewall: a 100%-Canadian special-purpose vehicle with zero Chinese equity, one-time equipment procurement plus long-term licensing instead of equity partnership, source-code and drawing escrow with neutral third parties, white-box security audits by Canadian Nuclear Laboratories and the Communications Security Establishment, air-gapped reactor and storage control networks, and a 24–36-month domestic spare-parts buffer. Geopolitical, regulatory (nuclear licensing, IESO policy) and Indigenous-consultation risks around Wolfe Island and the St. Lawrence watershed are addressed candidly, with national-security review treated as a precondition.

项目通过"核、风、光、储、算、氢、农"七位一体的跨界耦合形成闭环绿色产业链:由加拿大本土企业持股运营的虚拟电厂,配置 10 MW 钍基熔盐堆、500 MW 钙钛矿光伏与 500 MW 全钒液流电池储能;1000P 级算力中心;服务 401 公路重卡与圣劳伦斯河航运的绿氢绿氨工厂及超级闪充站;以及利用梯级废热供暖的 20 公顷设施农业温室。三份补充报告对项目效益进行了量化测算:仅截留走廊 3%–5% 的交通流量,每天即可获得近 20 万加元的清洁能源零售收入;项目总产出约 30 万加元/天(约 1.1 亿加元/年);并可每年从美加物流走廊直接削减约 45.7 万吨二氧化碳排放。
401 公路金斯顿路段日均车流量 5 万至 7 万辆次,其中 Class 8 重型货车占 20%–25%,即每天 1 万至 1.5 万辆重卡穿越金斯顿,且以跨境、跨省长途商业物流为主。圣劳伦斯河航道每年通航约 280 天,通航期内每天有 12 至 15 艘大型远洋货轮或五大湖散货船经过金斯顿西入口。在以金斯顿为中心的 100 公里控制区内,重卡与船舶每年合计排放约 45.7 万吨二氧化碳——这正是 ERPM 绿氢(替代柴油重卡)与绿氨(替代船舶重油)所要填补的碳排放缺口。

按 5% 的流量转化率测算,超级闪充站日均营收约 5.56 万加元(年化 2030 万加元),加氢与加氨站日均约 14.25 万加元(年化 5200 万加元)。算力中心按 1000P 算力、每 P 小时 2.5 加元、85% 上座率计,日均营收 5.1 万加元(年化 1860 万加元)——依托本地核电与清洁余电专属供电,运营成本较多伦多市中心传统数据中心低 35% 以上。20 公顷零采暖成本温室生产反季节浆果、番茄与有机沙拉菜,年产值 1200 万加元;虚拟电厂余电上网另贡献约 650 万加元。项目合计年化产出约 1.1 亿加元。
将废弃的石灰岩采石场转化为国家级绿色产业地标,废热温室同步实现采石场土地复垦与局部微气候改良。项目将大幅拉动当地在高端核能、新能源、AI 算力及现代农业方面的就业;市场覆盖多伦多、渥太华、蒙特利尔及金斯顿本土,并辐射 500 公里范围内的克利夫兰、布法罗、匹兹堡、费城、纽约、波士顿等美东核心城市。
加拿大本土企业主导虚拟电厂及风光资产持股;拟引入阿布扎比未来能源公司(Masdar)与卡塔尔国家天然气公司提供流动性;美国作为临近市场与传统盟友参与;钍基核能、全钒储能、钙钛矿光伏、闪充等核心技术则依托中国顶尖科研机构与企业。鉴于这一技术依赖,报告设计了"技术脱敏、资产隔离、合规代管"的防火墙方案:加方 100% 控股的特殊目的公司,中方不持有任何股权;以"一次性设备采购 + 长期技术授权"取代股权合作;源代码与图纸托管于中立第三方;由加拿大国家核实验室(CNL)与通信安全局(CSE)实施白盒安全审计;熔盐堆与储能电网控制系统物理断网运行;并在本土建立 24–36 个月的关键备件储备。报告同时如实评估了地缘政治、核能审批与 IESO 政策波动,以及 Wolfe Island 与圣劳伦斯河流域原住民社区沟通等风险,并将国家安全审查列为前置条件。
