Executive Summary

Canada stands at a crossroads of structural economic transformation. For decades its energy sector has depended on a single-buyer market: 80–99% of crude exports flow south to the United States, the absence of tidewater export infrastructure strips Canada of pricing autonomy, and the discount on Western Canadian Select alone costs the national economy more than CAD 10 billion a year. Imported diluent consumes pipeline capacity, while refining and high-value chemical processing happen overseas. This whitepaper — the Institute's flagship two-year research output, addressed to the Office of the Prime Minister — answers with an integrated portfolio of five corridor initiatives: the North Pacific Energy Corridor (NPEC), Hudson Bay Energy Corridor (HBEC), North Atlantic Energy Corridor (NAEC), Manitoba Green Energy Corridor (MGEC) and the Canadian Computing Power Matrix (CCPM, termed the Southern Power-Computing Matrix, SPCM, in the whitepaper). Together they form one national development strategy along four axes — Pacific, Arctic, Atlantic and South.

Integrating next-generation transport infrastructure, fourth-generation thorium molten salt reactors and AI-era computing infrastructure, the framework lets Canada break entrenched market dependence, decarbonise heavy transport and capture high-value global energy and computing markets. Full implementation is projected to add up to 3.8% to national GDP, generate more than CAD 100 billion a year in foreign-exchange earnings and create over 35,000 direct high-skilled jobs — positioning Canada as a pivotal middle-power leader and a partner for coordinated action with Northeast Asia and Northwest and Southern Europe. The strategy is financed through a multilateral, de-dollarised capital matrix and delivered through a five-point executive-action roadmap for the federal government.

Five Corridors, One National Strategy

NPEC moves CanaPux™ solid bitumen, LNG and returned naphtha from Alberta through Prince Rupert and Vancouver to Japan, South Korea and China along an 8,500 km route that cuts voyage distances by 40% against Persian Gulf lanes. HBEC runs solid bitumen and LNG from Edmonton and Saskatchewan up the Hudson Bay Railway to Churchill, home of a European Strategic Petroleum Reserve Centre on a 99-year sovereign lease. NAEC retrofits the Trans-Canada mainline for gas and turns the Montreal, Saint John and Halifax refineries into processing hubs supplying low-sulphur diesel, jet fuel, LNG and green hydrogen to Europe. MGEC builds a 12 GW wind array, a 150 MW thorium reactor and an 800 kV HVDC grid at The Pas to export green hydrogen, ammonia and clean power to fifteen U.S. border states and the EU. CCPM pairs six 100-Petaflop AI data centres with modular thorium reactors at six border brownfields from Creston, BC to Edmundston, NB, serving U.S. technology and industrial hubs.

Four Technology Engines

CanaPux™ solidification blends heavy bitumen with recycled plastics into water-floatable pellets that travel in standard open-top railcars and bulk carriers without diluent or liquid-spill risk, then separate cleanly at 130 °C. Fourth-generation thorium molten salt reactors, fuelled by thorium recovered from Saskatchewan uranium-mine tailings, run at atmospheric pressure without large-scale water cooling and supply baseload power plus high-temperature process heat for wood processing, green-hydrogen electrolysis and electric-arc steelmaking. Virtual-coupled heavy-haul electrified railways draw on British Columbia hydro, local wind and reactor output for round-the-clock zero-carbon traction. And "oil-to-gas" repurposing of the legacy east-bound crude trunk lines and Trans Mountain removes diluent constraints, expands LNG capacity and lets eastern refineries process South American heavy crude.

Macroeconomic Payoff and Reconciliation

Corridor by corridor, the projected GDP increment is NPEC +1.0%, HBEC +0.5%, NAEC +0.5%, MGEC +0.5%, CCPM +0.8% and indirect industrial linkages +0.5% — 3.8% in total — alongside more than CAD 100 billion a year in foreign-exchange receipts from computing-service exports and physical energy sales, and over 35,000 core high-skilled jobs. Manufacturing capacity is restored across Northern Manitoba, Ontario's industrial heartland and Atlantic port regions. Indigenous enterprises such as Arctic Network Group and Wapahki Energy hold direct equity and board representation; remote corridor communities receive free baseload electricity, clean district heating and high-speed broadband; and technical-training trust funds develop local talent for long-term operating roles.

A Multilateral, De-dollarised Capital Matrix

To deliver the strategy without unsustainable public debt, EU Global Gateway and European Investment Bank funds finance offshore strategic reserves and marine logistics; China's Belt and Road Initiative funds rail infrastructure and green-fuel projects; Gulf sovereign wealth funds (PIF, ADIA) deploy capital through structured asset-backed swaps; and Canadian pension capital (CDPQ, CPPIB) takes inflation-hedged positions in nuclear and grid assets. Long-term offtake agreements with U.S., EU and Asian counterparties underpin low-cost debt and a physical-barter clearing mechanism — return-voyage tankers bring diluent naphtha back to Canada — reducing exposure to U.S.-dollar settlement, SWIFT and extraterritorial sanctions, with projects structured under CETA for sovereign investment protection.

Five-Point Action Roadmap

The whitepaper sets out five federal levers: enact a National Critical Energy and Digital Infrastructure Act with a single-window environmental assessment, streamlined land access and accelerated licensing for small modular and thorium reactors; convene an inter-provincial Premier Coordination Council spanning Alberta, Saskatchewan, Manitoba, Ontario, Québec, New Brunswick and Nova Scotia; house a National Energy and Compute Strategy Committee (NECSC) in the Prime Minister's Office to coordinate Energy, Global Affairs, National Defence and Innovation portfolios; conclude binding agreements with the EU, GCC sovereign entities and Northeast Asian buyers to lock in offtake and investment protection; and launch two phase-one demonstrations immediately — CCPM Pilot Site 1 at Estevan, SK or Sault Ste. Marie, ON, and the Alberta-to-Churchill CanaPux™ freight-rail line.

四大核心技术引擎

CanaPux™ 固化技术将重质沥青与回收塑料复合成可浮于水面的固态颗粒,无需稀释剂、无液态泄漏风险,可用标准敞顶车皮与散货船运输,抵达炼厂后加热至 130 °C 即可洁净分离。第四代钍基熔盐堆以萨斯喀彻温铀矿尾矿中回收的钍为燃料,常压运行、无需大规模水冷,为算力中心提供稳定基荷电力,其高温工艺余热可大幅降低木材加工、绿氢电解与电弧炼钢的生产成本。虚拟重联重载电气化铁路依托不列颠哥伦比亚水电、本地风电与反应堆电力实现全天候零碳牵引。传统东向原油干线及横山管道的"油改气"改造则消除稀释剂约束、扩大 LNG 出口能力,并使东部炼厂转向加工南美重质原油的"两头在外"模式。
